NYSERDA Will Assist with Application Process for US EPA's Diesel Emission Reduction Program and the Department of Energy's Clean Cities Program US EPA Diesel Emission Reduction Program: The American Recovery and Reinvestment Act of 2009 (ARRA) allocated $300 million to the U.S. Environmental Protection Agency for diesel emission reduction projects. Just over half of this money, $156 million, is being allocated through a national competitive grant program. Diesel emission reduction projects eligible for the US EPA funds include:
- Exhaust controls (such as DOCs or DPFs) - funded 100%
- Engine upgrades - funded 100%
- Cleaner fuel use (such as biodiesel) - funded 100%
- Idle reduction technologies (such as APUs or coolant heaters) - funded 100%
- SmartWay Truck Upgrade Kits - funded 100%
- Engine repowers- funded 75%
- Vehicle or equipment replacement - funded 25%
Buses, trucks, locomotives, offroad vehicles, and marine engines are eligible for these programs unless they are required to reduce diesel emissions under NYS's DERA law or other similar local laws (this rules out many of the transit authorities). To coordinate New York's response to this opportunity, NYSERDA will submit an application on behalf of interested New York State organizations that want to undertake a diesel emission reduction projects. This will simplify the application process for individual organizations because NYSERDA will complete much of the paperwork for the application so individual applicants do not have to, submit quarterly reports to EPA (with information compiled from individual projects), and help speed and administer the allocation of awards.
If NYSERDA receives funding for proposed projects, NYSERDA will enter into contracts with the project proposers to complete their stated projects and receive awards from NYSERDA directly. Being part of NYSERDA's application does not guarantee or increase the likelihood of funding. EPA may choose to fund none, some, or all of the projects in NYSERDA's application. To be included in NYSERDA's application, you must complete the steps listed in the attached documents and submit all documents to NYSERDA by April 20.

If you are considering replacing a diesel vehicle with a hybrid or one that runs on CNG, propane, electricity, etc., that program may be more appropriate. Department of Energy's Clean Cities Program: DOE is awarding $300 million in a competitive solicitation for alternative fuel vehicles and alternative fuel infrastructure. Eligible Light, Medium and Heavy Duty Vehicles:
- Vehicles using alternative fuels recognized by Energy Policy Act (Propane, Hydrogen internal combustion, Natural Gas, Battery Electricity)
- Fuel Cell Electric Vehicles
- Electric Hybrid Vehicles
- Plug-in Hybrid Electric Vehicles
- Neighborhood Electric Vehicles (only if replacing full size on-road vehicles)
- Light Duty Diesel Vehicles with 2009 MY or later emissions compliant (only if replacing gasoline powered vehicles and in conjunction with biodiesel fuel use)
- Hydraulic Hybrid Vehicles
Eligible Off-Road/Non-Road Alternative Fuel or Advanced Technology Vehicles:
- Ground Support Vehicles at Public Airports
- Medium and Heavy duty freight loading and handling high fuel use vehicles at ports or intermodal freight operations
- Other limited applications in conjunction with primarily on-road project
Applicants are eligible to receive funding for up to 100% of the incremental cost of the vehicles. Infrastructure to accompany new vehicles is also eligible, with no cap, as long as the total project meets a 50% cost sharing requirement. More information can be found here.
