In 1967 the New York State Department of Transportation was formed to deal with the state's complex transportation system and the ever-increasing need to coordinate the development of transportation with each mode serving its best purpose.

Today, the New York State transportation network includes:

  • A state and local highway system that annually handles over 100 billion vehicle miles. This total system encompasses more than 113,000 highway miles and more than 16,000 bridges.
  • An extensive 4,600-mile rail network over which 42 million tons of equipment, raw materials, manufactured goods and produce are shipped each year.
  • 513 public and private aviation facilities through which more than 31 million people travel each year.
  • Five major ports which annually handle 50 million tons of freight.
  • Over 130 public transit operators, serving over 5.2 million passengers each day.
  • 12 major public and private ports which handle more than 110 million tons of freight annually.

Through this Federal program, the New York State Department of Transportation (NYSDOT) provides funds for training, technical assistance, and related support for transit systems in non-urbanized areas. The Rural Transportation Assistance Program has two components, a national program and a state program.

The national program is managed by the Federal Transit Administration (FTA). National RTAP develops training and technical assistance materials, provides an information clearinghouse, offers technical assistance and supports peer-to-peer technical assistance. The New York State Department of Transportation administers New York State's RTAP program with federal funds apportioned by FTA. New York’s FFY 2009 share is $241,835; about 3% of the national total. This program does not require a matching share.
