Published by the Association, the Multiyear Funding Position Paper is a report which discusses the 2010-2015 capital and operating needs for upstate and suburban transit as well as possible revenue measures that could be taken to address the needs of both upstate and downstate systems, including extending the newly enacted MTA taxes to the upstate authority regions to generate needed operating revenue. The Association also recommends a minor increase in the taxes and fees that currently contribute to the dedicated fund pool (petroleum business tax, motor fuel tax and DMV fees) to address both MTA and upstate capital needs.
