  • Public Works Mandatory Advertising Specifications

  • Section 220-h has been added to the Labor Law to require that the advertised specifications for every public works contract having a total cost of at least $250,000 must contain a provision that requires that all workers, prior to performing any work on the site, be certified as having successfully completed an OSHA-approved course in construction safety and health that had at least 10 hours of instruction.  Chapter 282 of the Laws of 2007, effective July 18, 2008.

  • New Exemption Reporting Requirements

  • Chapter 258 of the Laws of 2008 added Section 495 to the Real Property Tax Law requiring counties, cities, towns, villages and school districts to attach to their tentative/preliminary budgets an exemption report. For more information regarding this report, click here.

Conference of Mayors Held its Annual Legislative Priorities Meeting

On Monday, November 10th, the NYS Conference of Mayors held its annual Legislative Meeting in Albany for the purpose of developing NYCOM’s 2009 Legislative Program. The Conference also took this opportunity to unveil its new Web site, www.StopTheTaxShift.org, which is intended to help state officials, the media and the public better understand the connection between state actions -- particularly state aid and mandates – and New York’s real property tax burden.

DEC Releases Draft Scope for Draft Supplemental Generic Environmental Impact

 

NYCOM Testifies Before Assembly Committee on Natural Gas Drilling

On Wednesday, October 15th, NYCOM presented testimony at a hearing in Albany before the Assembly Standing Committee on Environmental Conservation regarding the natural gas exploration that is sweeping across New York’s Southern Tier and Catskill regions.  John A. Mancini, NYCOM Counsel, delivered the testimony, which urged the state to take into equal consideration the environmental and economic concerns of local governments when developing its regulatory framework.

The New York State Conference of Mayors will mark its centennial with ayear-long celebration beginning at our 100th Annual Meeting in Saratoga Springs, June 28 – July 1, 2009 at the Saratoga Hilton

NYCOM's Annual Meeting is designed to assist local officials with the many challenges of local government and provide strategies to create a thriving community in tight fiscal times.  The 2009 meeting will continue this three-day training experience by bringing together municipal officials from across the state to learn about the various issues facing local governments, while also providing attendees with ample opportunities to network with peers from other communities who are dealing with similar challenges.  This event will feature well-known speakers, NYCOM/Empire State Report Local Government Achievement Award recognition, and a large trade show.  The Meeting will conclude with a Centennial Gala, including a Silent Auction featuring distinctive items from cities and villages throughout the state.
